How can I download an image from your cell TwitPic and Twitter?

I can do everything from my phone to TwitPic … but does not allow status update to my twitter account … How I can do? I know you can! Other people do! L'explication _> <Twitpic trying to explain here: # uploadAndPost http://twitpic.com/api.do But that does nothing meaningful to me! Please help!
