Need help with Facebook's privacy settings?

you know how the administrator of Facebook has changed everything, I have mine set in the private option. but now I've found that people who know friends list is not available to view until you add? I have no profile picture and me Friends fear that will add to me, if you know me, if they can see and recognize my friends before adding. Can someone give me step by step instructions on how make visible their Friend lists?
